StarFive and LECARC Forge Partnership to Co-Develop RISC-V Server CPUs and Seize New Opportunities in the Agentic AI Era

June 29, 2026 --  StarFive, a leading provider of RISC-V architecture IP and solutions, and Theo End Computing(LECARC), a cloud computing CPU chip and solutions provider, officially announced a strategic partnership. Under the agreement, LECARC will adopt StarFive's self-developed RISC-V CPU IP — Dubhe-100 — to develop next-generation server CPUs for intelligent edge computing.

As Agentic AI technologies advance and AI agent applications proliferate across industries, computing products are undergoing profound transformation. A Bernstein report indicates that the CPU's share of computational workload in agentic tasks will rise from approximately 14% in traditional large language models (LLMs) to 50%, putting it on par with GPUs. By 2029, the GPU-to-CPU ratio in cloud service providers' inference clusters is projected to decline from a peak of 8:1 to 1:1. Based on these trends, Bernstein has raised its forecast for the global server CPU market to $223 billion by 2030 — a sixfold increase from $37 billion in 2025, representing a compound annual growth rate of 43%.
